Sinopsis: Un asesino de niñas tiene aterrorizada a la ciudad de Berlín. Mientras la policía intensifica la búsqueda y detiene a cualquiera que resulte mínimamente sospechoso, los bajos fondos también deciden actuar, molestos por la presión policial que está perjudicando sus negocios. La caza del criminal se convierte así en una persecución implacable desde ambos lados de la ley.
